Budget Transfer for Released Amount

Dear

I need to do a budget transfer from one Commitment item / Fund center (CI/FC) combination to another. The Budget got released on the sender and thereby the available amt is 1,00,000 (Eg) and the consumed budget is Zero. On doing budget transfer using the t.code FMBB, I got the following message:''The budget amount is not sufficient for release''

My doubt is that is it possible to do the budget transfer after the amt has been released in the sender CI/FC combination or is there is any other procedure for doing the budget transfer in this scenario

Kindly let me know, since it is a production issue
