At OSS note we found a way to instal the Add-on:

-> SAP ERP ES-PS-LOCPT 617
-> Installation & Upgrade"
but we can´t find the path/file.
About this subject, SAP has told us :
"After checking with Product Manager, I´m sorry i can not provide you other answer but t he LOCPTFM Add-On is restricted to Public Sector Portugal only .
In addition you should join an online community and knowledge repository for global exchange of ideas and technical knowledge around my SAP ERP for Public Sector.
