What are the implications of having multiple FM area in one client? Scenario 1; assigned to one controlling area. Scenario 2; assigned to different controlling areas(each FM Area for its CO Area 1:1 relationship)

What are the prerequisites of creating more than one FM Area in a client, does each FM Area need to have its own controlling area?
