1. EMF is generated by the system following the commitment plan, if integration scenario is activated
2. Former budgeting has nothing to do with FM/MM integration. What puzzles me, though, that you have EA-PS different from SAP-APPL. In any case, the IMG activity you have mentioned is referring to mainly to Spanish localization of PSM.
