If you restore PO under same code then you shouldn't anticipate much impact. However, there is no standard tool to check it up, since the action itself is non-standard.

Only if you define your CI this way. There is no best practice for this... You can either define CI as statistical (you won't be able to post budget on it, unless it's also statistical) or exempt them...
